Subject: [PATCH] Fix Jenkins workspace permission issue

- Add jenkins user to Dockerfile.ci and run as non-root
- Remove '-u root:root' args from Jenkinsfile Docker agent
- Build files will now be owned by jenkins user, allowing proper cleanup
