Fix: Conditionally create ngl_codegen imported target only when not RELEASE_BUILD
- Added RELEASE_BUILD check to imported ngl_codegen target creation - Prevents make errors when CodeGen is excluded from release builds - Release scope modules don't use CODEGEN macros, so target is not needed Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
