torstenandCopilot a1185399d4 Fix LtsSession build with BUILD_RTI=OFF ...

- Conditionally include lts_session_lock_handler.cpp only when BUILD_RTI=ON
- Stub header provides inline implementations when RTI is disabled
- Prevents redefinition errors in stub mode
