Update qt-migration-legatus submodule to bb58062c6

- TrainingAreaBase: wrap svcTabClient, svcTabServer, svcTrainingAreaBase
  executables and DDS plugins in IF(NOT RELEASE_BUILD) conditionals
- Only tabTelegrams library and tabPluginInterface built for release scope
