Update Jenkinsfile to DEB terminology for Ubuntu 26.04

Browse Source 
- Changed stage names from 'Build RPM'/'Publish RPM' to 'Build DEB'/'Publish DEB'
- Updated parameter descriptions to reference DEB packages
- Updated comments to reference make_rpm_ubuntu26.py
- Changed artifact repository path from cts-rpms to cts-debs

Part of Qt5/C++11 to Qt6/C++23 migration project.
