Update qt-migration-legatus submodule to Lts/Tools QRegExp migration

- Submodule updated to include complete QRegExp → QRegularExpression migration
- All Lts/Tools modules now use Qt6-compatible QRegularExpression
- TextEditorTest includes Core5Compat for legacy QTextCodec support
