Expose NGLLogger include dir as INTERFACE and include ProjectDataManagement in TetraIF migration build\n\n- Add to NGLLogger INTERFACE include dirs so consumers can include <NGLLogger/...>.\n- When MIGRATE_MODULE=TetraIF also add_subdirectory(Lts/Plugins/ProjectDataManagement) to ensure ProjectDataManagement headers are available.\n\nCo-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
