- Added PIP configuration for internal Nexus repository
- Added Python virtual environment for aqtinstall (best practice)
- Consolidated system library installations
- Improved build script robustness with set -eux

Adapt remaining 5 Dockerfiles for air-gapped environment

- log4qt, grantlee, googletest, postgresql, kdreports Dockerfiles
- Added internal Nexus repositories (remote-repo.sl.defence-elec.de:8081)
- Configured proxy settings (10.198.80.130:3128)
- Created users ctc (uid 1445) and rme (uid 1001)
- Installed CA certificates and signing keys
- Updated labels to lowercase format
- Consistent with ubuntu-26.04-build-container pattern

Adapt Qt6 framework Dockerfile for air-gapped environment

- Use internal Nexus repositories for APT and PyPI
- Add proxy configuration with internal IP ranges
- Install CA certificates and signing keys from internal server
- Create users ctc (uid 1445) and rme (uid 1001)
- Maintain Qt6 installation via aqtinstall with Python venv
- Add Qt6 SVG support via libqt6svg6-dev
- Configure runtime mount points for ArcGIS and RTI
- Follow Ubuntu 26.04 standards from reference Dockerfile

Add external dependencies CI/CD pipelines with SBOM generation

- Create external-dependencies directory structure with per-package pipelines
- Add DEPENDENCIES-INVENTORY.md with comprehensive dependency tracking
- Create ubuntu-26.04-build-container base image with all dependencies
- Add per-package Jenkinsfiles: log4qt, grantlee, googletest, postgresql, qt6-framework, kdreports
- Add SBOM generation script (generate-sbom.sh) for CycloneDX, SLSA v1.0, and license reports
- Integrate SBOM generation into all Jenkins pipelines
- Add external-dependencies/README.md with usage and security documentation
- Exclude proprietary license files (rti_license.dat) from git tracking
