fix: Include Lts/Proxies/TrainingAreaBase in release build for tabTelegrams library

Browse Source 
- TrainingAreaBase provides tabTelegrams library needed by TetraIF/CoPrtCnv
- Only TrainingAreaBase subdirectory is included, not other Proxies
- DDS-dependent components (svcTabCommon, svcTabClient, svcTabServer, executable) remain excluded via RELEASE_BUILD conditionals
