Exclude DDS-dependent plugins from release scope

- GuiPluginInterface depends on LtsWidgets (DDS dependencies)
- HlaJson plugin includes DDS/Core headers
- UAS plugin has CycloneDDS dependencies
- All excluded from release scope builds
