Conditionally exclude LtsUtilsGuiDds from release scope build

- LtsUtilsGuiDds requires DDS headers not available in release scope
- Only needed by LtsMultiMonitor which is outside release scope
- Wrap ADD_SUBDIRECTORY in RELEASE_BUILD check
