fix: Exclude LtsUtilsGui from release scope build (depends on LtsWidgets)

- LtsUtilsGui/ConnectDialog links against LtsWidgets which is not in release scope
- Wrap LtsUtilsGui subdirectory in IF(NOT RELEASE_BUILD) conditional
- Only LtsUtilsCore and LtsUtilsSettings are included in release builds
