Exclude AdlerJson plugin from release scope build

- AdlerJson depends on svcPdmClient (ProjectDataManagement) which is not in release scope
- Wrap ADD_SUBDIRECTORY(AdlerJson) in IF(NOT RELEASE_BUILD) conditional
- Prevents build failure from missing pdm_enums.hpp header
