torstenandCopilot 4a3fb0bfe3 Fix: Wrap MacroCodeGenIdl include in RELEASE_BUILD conditional

- Main CMakeLists.txt line 783 includes MacroCodeGenIdl.cmake unconditionally
- This causes ngl_codegen target reference even when CodeGen module is excluded
- Wrap INCLUDE(MacroCodeGenIdl) in IF(NOT RELEASE_BUILD) to skip for release builds
- Prevents 'make: *** No rule to make target ngl_codegen' error in release scope builds
