torstenandCopilot 95f7d78569 Release build: skip CTest (tests not in release scope)

- Set RUN_CTEST=OFF when RELEASE_BUILD=ON
- Tests require executables from groups not in release scope
- Update documentation to reflect automatic CTest disable
