Update qt-migration-legatus submodule: Fix RELEASE_BUILD default assignment

- Fixes duplicate RELEASE_BUILD assignment in new_docker_build.sh
- Line 1327 was overwriting the ON default to OFF, causing full builds
  instead of release scope builds
- This fix ensures release builds only include TetraIF, Z, Lts/Common
