Update qt-migration-legatus submodule to Group 6 migration commit

- Includes --group6 build support
- Adds CTest tests for 11 LTS Tools
- Fixes Qt6 migration bugs in DBAdministration and DBUpdate
- 3 tools (DBAdministration, DBOperatorSettingsRemover, DBUpdate) build successfully
- 8 tools blocked by pre-existing Group 3 (ExerciseManagement) errors
