Update qt-migration-legatus submodule to d90a694e8

Update submodule to include GROUP4-10 removal from new_docker_build.sh:
- Removed all references to non-release build groups (GROUP4-10)
- Restored specs/ and tests/ directories for CTest
- Script reduced from ~1400 lines to 990 lines
- Release scope: TetraIF, Z, Lts/Application only
