Update jenkins-ci-rme submodule for release pipeline Docker execution fix

- Points to commit 88e4644 which fixes release-16-10-2026.sh
- Script now properly invokes new_docker_build.sh with --run-jenkins-builder flag
- Enables full Docker-based release pipeline execution
