- Points to commit 0d67b3a8c which conditionally creates ngl_codegen imported target only when not RELEASE_BUILD
- This fix prevents 'make: *** No rule to make target ngl_codegen' error in release scope builds
- Required for successful DEB package generation in release pipeline
