fix: Add Lts/Proxies/TrainingAreaBase to release scope

- Include Lts/Proxies/TrainingAreaBase in release_items for header dependencies
- Add directory filtering logic for Lts/Proxies and TrainingAreaBase
- Required for CoPrtCnv to find training_area_telegrams.h
