Fix release scope filtering: include lts-cc.conf and all TetraIF subdirectories

- Add lts-cc.conf to release_items list
- Change TetraIF check from exact match to startswith to include subdirectories
- Fixes CMake errors for missing lts-cc.conf, Console, LastTest, LastTestAuswertung
