fix: exclude TopicReplayInterface and RecordReplayPlugin from release scope

Browse Source 
- Wrap TopicReplayInterface and RecordReplayPlugin in BUILD_RTI conditional
- These modules require RTI DDS which is not in release scope
- Fixes missing topiceditorbase_export.h error during release builds
