Update qt-migration-legatus submodule to d7c8c9e6

BUILD_RTI=ON DDS build fixes:
- Fixed DynamicDataImpl.hpp include for complete type definition
- Added m_logger member variables to DDS template classes
- Fixed logger initialization pattern in pub_sub_base.cpp
- Added DataPluginBase::Interface forward declarations
- Fixed LtsUtilsCore include path
- Fixed Grantlee test filtering in tests/CMakeLists.txt

Build status:
- BUILD_RTI=OFF: ✅ 0 errors
- BUILD_RTI=ON: ✅ DDS core components (libddsconnector.so) build successfully
- C++17 enforced due to RTI Connext DDS 7.7.0 incompatibility with C++20+
